I can not remove them unless the entire address record is submitted to me as a change (see procedure attached) so I can import it. Even if I had an intern work on this list one at a time, it does me no good without at least member id numbers.

I have my email system set up to ignore those types of email message returns thus, they do not clog up my in box. I believe Shane's email program he uses for our promotional emails automatically removes those emails that are no longer valid, however we have no way of re-importing those back into RE.
