We now return to the letter to Mary Ruwart and describe the facts as seen here.  They are rather different from the facts as seen in D.C.:

First a piece of the letter:

"As his own state chair can tell you (and yours BTW - Pat) - each state chair or [#1] their designated person receives a copy of all inquiries made via the web. In addition, as we explained at the state chairs conference-[#1A], they receive this in their data dumps. They simply have to look at the Bio Date Added column to determine all their new inquires and Membership date added for new members.

When George was Chair for MA, his designated person was Carol McMahon. [#2]."

Comments are below the fold.

#1) For much of this period, I was my own state chair.

And here is the cover letter on a typical data dump from the period. Note that I am included as an addressee. Mr Kraus's claim that the dumps were sent to me OR to a designate, so they went to Carol.  They actually went to three places, when they went at all:

"Subject: LPMA Data Dump
Date: Fri, 28 Dec 2007 16:33:14 -0500
From: Robert Kraus <robert.kraus@lp.org>
To: <cjmcmahon@verizon.net>, <DWRoscoe@verizon.net>, <phillies@4liberty.net>

Your monthly Dump is attached for your review. This includes any updates sent to us through the end of this week.

We are sending you this dump early because we want you to make an "end of  year" last minute push to help increase your states active sustaining  membership, and thus increase your delegate count!"

Here is an email from me designating who should receive the data dumps. Note it clearly says Carol and I. That procedure was a simply a continuation of the ongoing practice, in which as seen above the dumps were already going both to Carol and to myself.

And here is a designation of recipients, reducing the number from 3 to 2.

"Subject: Re: LPMA CSV Data Dump

Dear Robert,
Thanks as always for your excellent work.
After 17 years on the job, Dave Roscoe is withdrawing as Membership Secretary to pursue other interests. Future files should go to Carol and I. We can both read excel (.XLS) files, and having the pre-sort would be convenient.
George "

Indeed, Carol wrote me:

"Hi George,
Not sure why Kraus would mention me. I was the backup person so that the LPMA could consistently receive the dumps from National. This was because the dumps sometimes failed to reach Dave Roscoe and I would forward them to him when necessary. My recommendation is to have the dumps sent to two separate people to ensure that they are received consistently.
Carol"

[#1A] Some readers will note that the LSLA denies being the "State Chairs Conference".

#2) Kraus claims "When George was Chair for MA, his designated person was Carol McMahon."

For most of the period while I was Chair, the persons receiving the files were David Roscoe, Carol McMahon, and I. Here is a sample dump from the period. Note to whom it is addressed:

"Subject: LPMA Data Dump
Date: Fri, 28 Dec 2007 16:33:14 -0500
From: Robert Kraus <robert.kraus@lp.org>
To: <cjmcmahon@verizon.net>, <DWRoscoe@verizon.net>, <phillies@4liberty.net>
